The cost by Moscow standards is democratic, about 150 rubles, and the views are beautiful. We got to the technical break of the ticket office in 15 minutes, but we got right into the sunset - it was sooooo beautiful.
There is a panoramic elevator that carries visitors directly to the 23rd floor to the exit to the observation deck.
I don't know what the views are in the evening, but it's generally beautiful in the afternoon, but I don't really want to stay for a long time. It's worth going, especially to the cafe at 22m - it's delicious there)
Start the tour from the 22nd floor, with a gallery and a cafe. The view is better and more comfortable there. The observation deck itself is much inferior to them at 23
If you're going there, in my opinion, it's better after sunset!
The city is painted with a huge number of bright lights! Moreover, it works until "very late"!
It's boring, some kind of binoculars for children, (you can't really look at them. The eyes do not penetrate.) And it's such a pleasure to look at residential buildings. The glasses are dirty and it's hard to see through them, you have to stand on tiptoe to look over them, and then if you're tall.
There is no particular view, but there are no other similar locations in Minsk. There is a good cafe on the 22nd floor. On the 23rd floor there is a playground with 2 binoculars.
A cozy modern building, the view from the roof of the library is excellent, watch out for interruptions in the work of the ticket office, you can get into the queue

I visited 4 times, I am generally satisfied, the cost is 4 rubles. Queues of 10-15 minutes. A panoramic elevator with a beautiful view, but since the elevator was always packed with people during my stay, I couldn't get enough of the view) you look at the backs of people with phones :) There is a picture gallery and a cafe (there are traditional dishes, nice) and a restroom (dirty, cramped, uncomfortable 2/5) it is on the 22nd floor, and on the 23rd the observation deck itself, a beautiful view of the city, a personal recommendation to meet the sunset there, very beautiful)

To my surprise, it is windless there, almost the whole of Minsk can see in good weather, the place is very interesting, I think that every Belarusian and guests of Belarus should visit there.
The ticket price is 7 rubles, benefits only for the Republic of Belarus, huge queues, while waiting in line it got dark and the view was poor. We kindly ask the administration to wash the windows!!! You can't see anything because of the dirty windows! Money thrown away. Citizens of the Republic of Belarus can pay for entry using a QR code, the rest stand in line. Infringement of tourists.
