Its unique cylindrical tower narrows toward the base, resembling a modern lighthouse - a symbolic beacon of transparency and orientation in Batumi’s evolving skyline. 2. Lighting and Form: The structure’s seventeen levels are accentuated by dynamic lighting, especially at night, enhancing its futuristic silhouette. The rounded forms echo nearby public art, such as Tamar Kvesitadze’s “Rotation” sculpture, creating a cohesive visual experience. 3. Design Intent: The architecture emphasizes openness and accessibility, aligning with Georgia’s push for transparent governance. The building’s glass elements and open spaces reflect this ethos. 4. Purpose and Services: Known locally as the House of Justice, it functions as a “one-stop shop” for citizens. Services include passport and ID issuance, business registration, marriage certificates, and access to public records - all under one roof. The worst place I have ever been in my life. I have dealt with different government offices in different countries, but I can confidently say this was the worst experience. The employees show complete indifference toward people. Their work is extremely poor. They don’t speak or understand any foreign languages, which means they cannot understand people or their requests to make changes in documents. They take money to issue a document in one day, yet even after a week they fail to provide it because of their own mistakes. They made errors six times in a one-page document. They speak to people rudely, deliberately using only their local language so that others cannot understand them. One employee kept repeating the same thing in Georgian while staring at me arrogantly, refusing to let me speak. I was trying to explain that they had made a mistake in the document, but she simply didn’t understand—and the issue was not about a language barrier; they genuinely lacked understanding. I don’t know if there is a worse place on earth, but this one certainly feels like the worst.
