I can't say that Turkey has generally good beaches in Istanbul, but in general you can swim. The only thing that is not clear is the paid entrance, especially if there is a large family. My husband, my child and I were on this beach in September 2017. The shore was dirty, there was garbage everywhere. The water was blooming with greenery, apparently due to the fact that there is stagnant water in the bay itself. But I liked the embankment.
