Level 9 Local Expert

There's some good art here. There's some bad art here. It's not finished due to embezzlement, so it will for ever remain incomplete. That's the real work of art. It's a giant statue of corruption and pride leading to the death of something that could have been beautiful. If that's not a work of art I don't know what is.
