In covid conditions, this place has shrunk to a single dressing room, blocked by a table. There is a phone on the table to call any of the departments listed on the list and a box to leave signed documents there for contactless transfer. You can approach from any side of the building, there are passages from different streets.

I asked for help- they treated me normally, listened to me, gave me good advice, adequate employees. You can park on the territory, but there is not much space.
