I thank Director Olya and the wonderful electrician whom Olya sent today. Electrician (I forgot to ask his name, I regret it!) I fixed a malfunction in the electrical panel, the circuit breaker was sparking there. This was expressed in flashing lights in the apartment several times a day (and at night!) after replacing the electronic meters in our entrance. In our apartment, it will blink and turn on, then turn off. Thank you so much for your help!
