I issued the card in July 2022 at the representative office of Zepter Bank in Moscow, it was convenient. It immediately seemed inconvenient that the card was linked to a Belarusian number.
At the bank's representative office, I was given instructions on how to use the card, including how to pay for SMS information, through a certain payment system ERIP, I regularly transferred money for SMS information, and with a margin, when suddenly I began to receive SMS from the bank that it was necessary to pay for SMS information, otherwise the card would be disabled. It turned out that the payment by ERIP does not work, it is necessary to pay using other details. I contacted the bank's support service with a request to return the money paid in advance or at least settle the issue of paying for SMS banking, but they did not answer me anything specific. I also had to pay for SMS notification of new details. As a result, the fee for SMS notification turned out to be very large. By the way, only 3-D security codes are sent by SMS, but there is no information about the operations performed, which is very inconvenient, I meet for the first time. Are they saving on text messages or what?
If you want to quickly view information about completed transactions in online banking, then the information there is very general, not informative, difficult to understand in general. Although the e-mail statements for the month are better.
In general, the card works - both payments over the Internet and abroad. However, I had one unclear case in Istanbul. I tried to use this card to pay for museum tickets at a special ATM. The payment failed. A security officer came up and took a printed piece of paper from an ATM and asked me who he was - then came the first and last name of the person. Perhaps the terminal's security system has identified the owner of the phone number, although I'm not sure. But after that, I don't have 100% confidence that the card will always work without unnecessary questions.
It has been more than two years since I issued this card. Now I can definitely say: I am very disappointed, I will not issue a card in this bank anymore.
Why?
1. It does not work in many places, for example, on Booking.com.
2. I missed a payment on a Belarusian SIM card due to difficulties with paying for a SIM card (the payment procedure changed), 3d secure does not work now, after contacting the bank they offered a new SIM card for the remaining six months, but it is necessary to pay 12 thousand rubles (we counted this amount) to the monthly payment for the balance on the accounts of 10 euros. In general, it is strange that they take such money for account balances, thereby scaring off customers, because all banks are interested in customers keeping money in their accounts.
3. I called the bank - how to close accounts and cards ahead of time? They said that it was necessary to completely reset the accounts (that's another quest), send an application to the bank by mail and then ...
4. And finally, he asked. The validity period of the cards ends in July. The bank accounts are open. The bank will automatically reissue the cards (a common banking practice) and how much will it cost? They said that the bank does not reissue cards, that it is necessary to go to their office in Minsk with a passport, there to pay the full cost of a new card (which one, they did not say).
In general, one hemorrhoid for a limited-functioning, very expensive card with a terrible banking application. I issue such cards to my aunt at such prices.
It is unclear why the laudatory reviews. They just took and introduced a commission, although I do not use the card and account, they are useless, money cannot be withdrawn, European payments are impossible, swift is unavailable, the functions in the application are either low or do not work.
I asked to close the accounts. The support team replied that it was possible. but!!! You need to send a letter (by mail, Karl, in the 21st century) an application and only then, when (if?) If they get it, they may close it. And at the same time, there is zero money in the euro account, and technically it is impossible to withdraw everything even to a belcard, there is always a balance of 0.01 euros, which is not withdrawn.
If someone has succeeded, please write how to do it. Because the support went into a fog after such a question and does not answer how to fill out the application correctly, how to withdraw money from a euro account.

UPD The Bank got in touch by e-mail. Confirmed the possibility of closing accounts and cards. I sent the letter by Russian post, it took a week. And it seems like the accounts are closed. If it is not necessary for you to use paid cards for payments, you can take advantage of this opportunity.

Regarding activation, I called the hotline, purely for reference, the staff are as polite as possible, very pleasant, especially after banks from the Russian Federation. It is very nice that you communicate, even by mail, always with a specific employee, all mail is registered.
From the amazing phone number on the card, it is not a bank number, but they can help in an emergency, it is also as pleasant as possible, plus you can get full support for the cardholder there.
All test purchases went perfectly, the conversion rate at the exchange rate of 104.64 for euros, when replenishing MIR-BELCARD-VISA turned out to be 109, more than pleasant in current realities.

They offered me to hand it over to them first, and then buy it with a loss that is greater than all their commissions and rewards. The currency purchased in another bank does not suit them.
