They allow agencies to place advertisements in the elevators of apartment buildings without asking the residents' opinions. The elevator instructions were stripped off and a second billboard with intrusive advertising was installed in its place.
Updated: it's useless to get through the 115.bel service. The application is forwarded to the Housing and Communal Services, which responds 2 months later with "The elevator is not in service with the housing and communal services" (literally).
