They're cheating. The construction site has been frozen since about 2015. And they started building back in 2009 +-. As far as I know, three developers have already changed. Everyone collected money for apartments in the pit and disappeared. I don't recommend it. My opinion is that it will never be completed. Think before you bring money into such long-term projects
