It couldn't be worse, you come across outright rudeness on any issue, for 30 years of living in Ostrovets you haven't got used to it...

The road was not blocked, I drove in by car, and when I returned, the passage was blocked with sand. When I was asked to remove the sand, they rudely replied to complain to the housing and communal services! I stood for 40 minutes.
