Everything can be completed, arranged, and rooms can only be obtained if you arrive at 9 a.m. and wait at the door until 5 p.m.
There's a queue at all the windows. You just stand in lines to find out something. From one to two, everyone leaves for lunch. No one cares if you're from another neighborhood and suddenly you might have your own business.
The building is cozy and clean after renovation, there is a bank nearby, and car diagnostics are carried out before registration. Everything is at hand.
But there is a great lack of a reference phone number, where you could call and consult what documents to bring, when you can apply, and so on.
It would be ideal to single out one understanding employee who would regulate the crowd. Which could tell people where to go, at what time and until how long they can wait.

No one will be called to the phone, but they will be able to tell you whether there is a light or not, whether the boss will be there today or everyone at the meeting will be able to tell you.
We drove up twice to do the registration. The first time there was no light, they said come in 2 hours. The second time at 16:30 we drove up - the girls said at the checkout that they had already closed the cash register. 🤷
