Everything is done only to complicate the work of carriers and grab as much money as possible. But this money will fall on the shoulders of consumers. Are you normal at all or what? An electronic queue that could have been done from the very beginning was not done. The electronic queue could be organized only a year later, when it no longer became relevant and a significant number of shipments decreased. And what they did was some kind of complete and ill-thought-out nonsense by people who are far from this and I think that I was not even interested in the carriers how to implement it correctly.
