Bargaining, like most state-owned enterprises, there are people who are adequate, literate, younger, but there are "toads" who do not understand anything, in some matters, but "confidently" insert their "five" kopecks...which, their management keeps, probably for the sake of ballast...bargaining, for a C grade...
