If at 08.00 in the morning you did not take the ticket before 200 people, then do not waste time, come early tomorrow, at 07.00, in a live queue. The ticket taken at 07.53 was numbered 135. After the docks are accepted, there is still a couple of hours of waiting before they call for a photo. But ready-made rights are already being done quickly, at 15.20 I already took my rights, handing over the docks and taking a photo before lunch. The organization does not have enough people, and the employees themselves seem to be normal, even stress-resistant.

The information is relevant for 2021-11/12, however, I dare to assume that, in general, the information may be useful further until major changes in the process of this action.
The overall impression
The process turned out to be not as scary as my friends had painted it. Special thanks to the inspectors working in the MREO, because with such a flow of people they remained polite and friendly. Yes, everything may depend on the mood, but I am writing exactly my impressions.
Regarding the organization of the process itself, it is a pity that you spend time in queues. I went there myself 3 times, each time it took half a day. The last time it ended at 16 o'clock (successful delivery). To save money and reduce crowding, especially in COVID-19, it is necessary to enter an online record with a clear time. Ideally, describe all these ordeals in the form of a normal infographic. I hope that the MREO management is also thinking about this and may even be in the process of implementing improvements to the process.
Details
The exam consists of 3 parts - theory, site, city. Everything can be taken separately on different days, but the sequence should be like this.
Documents
1. a package of documents from the driving school (medical certificate, graduation certificate, forms, etc.) - this should be given to you upon completion;
2. passport
3. Payment receipts (more on this below). You can pay via EPIP and print it out. It is mandatory to print!

That is, according to the results, you should have 5 checks. There may be 2 additional ones when submitting a traffic police car for the racetrack and the city, however, more on this below.
A nuance. You can also pay at the MREO near the ticket vending machines, but there are always queues there, so I paid for it myself.
It is necessary to collect all the documents in one folder and go to the MREO.
Process
As you can see from all the comments, there are always queues in the MREO. I came 3 times at 7-40 (opens at 8) and there were always people before me. On weekdays there were +-10 people, on Saturday there were 30 people. The devil is not as scary as he is painted, because not everyone goes to take the exam, but you have to be ready to spend half a day or a day on it.
The algorithm at the time of publication looks like this (first delivery):
1. Come to the MREO. Before the opening, a queue accumulates there, I took a place in this live queue, but it may be of little use, because all 3 times it collapsed after the opening.
2. Everyone goes up to the 3rd floor and lines up for coupons. There are 2 vending machines for their issuance.
3. first you need to make an Application, so you need to select this item in the vending machine. This is IMPORTANT, because without an application, you will be sent to the document submission window for delivery. I lost 2 hours of time the first time standing in line. By the way, it feels like most people go there first.
3.1. You can also try to take a ticket to submit documents for the exam. Maybe you will have time to file an application by this time.

5. if you have taken the ticket for the exam and your turn has not yet come, we immediately go to the 2nd floor in the 5th window. Otherwise, we take a talom and go to the 2nd floor.

The second and subsequent exams - you must immediately take a ticket for the exam (you do not need to apply). In addition, you must have receipts with you to retake those stages that did not pass. You will also be told about this after a failed attempt (do not forget to ask).
An important caveat is that it is necessary to submit documents for the exam before 12 o'clock. The theory gives up as people accumulate, i.e. there is no clearly fixed time. However, at 12 o'clock, inspectors accepting documents in the 5th window go to receive the site and the city.
Theoretical exam
We are waiting for our turn under the office. Next, you are called by your last name. All things should be left in the hallway, including the phone. I only have my passport with me.
Come in, the computers are already set up, you are taking the exam. Success - they ask if you will take the internship today. If yes, then it is necessary to resolve the issue with the supply of the car.
If not (in my case), then they give me a bundle of documents.
Car delivery
I am familiar with the following options:
1. Traffic police car. At the time of delivery of Geely LC Cross. A small hatchback (you can Google it, including dimensions). 10 BYN - site, 15 BYN - city.
1.1 the car had problems with the operation of the stove, because of this, fogged windows caused certain difficulties during delivery;
1.2 there may be problems with the handbrake - it does not keep the car on the overpass, so I recommend that you consider this option with the instructor in advance (do not release the brake pedal, raise the clutch, raise the revs, etc.)
1.3 about the site. When renting to Geely, when performing diagonal parking, the size of the box is reduced by about 1 meter - they move the stick. Therefore, the plan "to rent a car with smaller dimensions" will not work at all.
2. DOSAAF machine. It is located in the same building from the other end. You can take a fairly old Daewoo Nexia sedan.

Inspectors are coming. Everything is standard here - 2 elements. According to the reviews of the guys and instructors, most often they give a diagonal parking lot and an overpass. I've had them fall out 2 times.
According to the results:
1. failure - to take the documents. They will also tell you what to pay extra for and when you can take it next time.
2. Luck - they ask when the city is. If on the same day, then the change starts at 14 o'clock. To solve the problem with the car (DOSAAF - go and pay extra). Traffic police, if paid, inspectors will adjust to the place.
According to the delivery itself, in general everything is adequate, but you can not pass the diagonal one if the mirrors are above the line (my case), even though the wheels are behind it. "Mirror over the line" - they don't talk about it at all in driving schools (a sample of ~ 10 people and 2 instructors), but they can pay attention to the exam.
City
It starts at 14 o'clock. The collection point is outside the MREO gate on the right near the tree. Other examinees will gather there and there will be training cars for passing.
At the appointed time, inspectors approach, there is a roll call, confirm the choice of cars and then hand over. Personally, I passed on Geely. 4 cadets and an inspector got into it and went along the route.
As I understand it, the routes start at the MREO. I won't write anything about the details, because I don't know that part of the city as a whole.
According to the exam, it was necessary to drive several kilometers, make turns at different intersections, regulated and unregulated, marked and unmarked, make U-turns and stop at the end.
In the case of our group of cadets, everything was very adequate. The inspector gave clear and precise tasks, told where the mistakes were and why this or that person did not pass. There are no questions for this part of the exam.
In case of failure, the further algorithm is told. If successful, they give you a package of documents and tell you what to do next.
In case of success
If you make it to 16 o'clock, then:
1. go to the MREO on the 2nd floor and take a photo. You don't need to take any coupons, just go up, look at the cabinet sign, go in, give the documents.
