An educational institution, if we take into account only teachers and the training program, of an average level. Of course, professions are not relevant now, but this is the case in many colleges.
But the administration here is just a nightmare. The attitude towards teachers is absolutely terrible. You will not receive any normal working conditions or any adequate attitude from the head. I do not advise you to come here, much less get a job. I'm glad that I quit a couple of years ago (and it didn't work out without hassle)

As I believe, there is nothing good at all in the MGTC. And don't believe the positive reviews, they are all written on the same days! I think you know why... What I personally particularly disliked was the college administration, or rather their attitude towards students and teachers. They don't write yet and don't show the ugly 2 corps, but it is. And you will have to go from the dorm every day 7km to it. Yes, there are many disadvantages, you can list them for days, therefore 1 star. Well, this is my personal subjective opinion.
