The building was originally built as the Council of People's Commissars, and it also housed the Central Executive Committee of the Kyrgyz ASSR. Later, there was a branch of the Academy of Sciences and a historical museum with a zoological museum. Since 2005, in addition to the Ministry of Culture, the Assembly of the Peoples of Kyrgyzstan has been housed in this building.
The building is quite unusual in style: architect Zenkov tried to combine East Asian motifs and the Russian architectural style of that time.
Later, similar domes were installed in rhyme to the dome of this building on the entire complex of Ala-Too Square, completed in the 80s.
