The cafe is located on the observation deck of the National Library. It's a very pleasant, small, but comfortable and delicious place. The main feature of the menu is shingles with a variety of side dishes, the prices are reasonable. Delicious mulled wine, after the observation deck in winter, just in time. A wonderful cafe in all respects: cozy and wonderfully decorated, a view from the window, friendly, friendly waiters, quick serving of dishes. We ordered draniki, herring under a fur coat and rustic sausages. The dishes look very appetizing and very tasty. At the same time, the portions are very large...Well, very big ones. For the sake of persuasiveness, I attach a photo. We will definitely recommend it to our loved ones and we will be happy to come in ourselves. Thanks to the staff and great success.

I took the children on an excursion, went to a cafe for desserts, excellent attentive service, delicious and unusual, very cozy, the children did not want to leave. We were in Belarus for the New Year holidays and came to this cafe after the observation deck.
We ordered a salad, ice cream "as in childhood" and tea. Everything turned out to be incredibly delicious. I have never seen such ice cream and such a large portion anywhere else!😁
I also want to note that the service was great. Everything is very fast, sensitive, and attentive.

At the end of October, 24 years old spent a week in Minsk. Of course, they couldn't help but visit the National Library. After reading the reviews in advance, we decided that we would definitely go to the Graf cafe, which is located in the library building, on the 22nd floor, one floor below the observation deck. And they didn't regret it! The view of the city is no worse than from the baggage area, perhaps even better. ))) We got a wonderful, polite waiter (Vitaly, if I'm not mistaken), who enveloped us with care and attention. He spoke to us in Belarusian, which is also interesting. )) However, if necessary, I duplicated what was said in Russian without any problems. The menu is small, but everything is fresh and very tasty. While we were in Minsk, we tried draniki in different establishments. Here, perhaps, the most delicious. The service is fast. The atmosphere in the cafe is cozy. On our next visit to Minsk, I think we will definitely visit this institution again. Moreover, we were given a guest card.))

Great cafe. Nice interior, good service, good menu. I've been there four times in a month - twice with a girl and twice with children. It is better to come in the evening - a more beautiful view of the evening city opens up. After the cafe, you can go up to the playground again to get some air after a meal)
The dishes are delicious, simple and large - I, a healthy man, ate a salad with pork.
I tried mulled wine - I didn't go in, but the girl really liked it. I ordered more whiskey for myself and was also pleased)

Very tasty, and large portions of food. The staff is always polite and friendly. We visit constantly, we are already there as relatives. On your first visit, ask for a guest card and use it to get a discount on paying for access to the observation deck. Because the cafe is located on the territory of the observation deck of the National Library, you have to pay for admission, even if you only go to the cafe. A wonderful panoramic elevator and a view of the city from a height, beautiful both during the day and in the evening. I recommend it!

The extremely negative waiter is Victoria (or Veronica). It was the last day of the trip. This is the first time I've encountered such a service. This person should not work in the service sector. Even when I asked for a suggestion book, the waiter pretended that he didn't understand what I was talking about. They just tried to kick me out of the cafe. I am sure that the place is good because it is located in a place with a large flow of tourists and a landmark place for Minsk residents, but waiters need to be taught how to work in catering and communicate with people.

A wonderful place to spend time with friends. Almost all the tables are located near the windows. The tables are different, there are for two, there are for large companies (with sofas).
The food is delicious, the portions are decent. The desserts are gorgeous!
The prices are not the lowest, but, in my opinion, they correspond to the content.
An exhibition can be visited on the floor. We were there before the New Year - a great photo zone was organized! Super!

Since only visitors of the site can come here, respectively, and the kitchen is like this, old products (I attach photos of frozen leaves, I no longer began to collect them on a plate), the waiter "brought" an answer from the cook to my remark on the dish: "everything is from under the knife", but the essence of the claim was not that. Draw your own conclusions.
And I recommend it for the great view, the food is not. And it's also funny the terminal is only on the bar , that is , you go yourself with a check and pay , I went with this book with a check - the check flew out of it, in short, it's fun. A very tasty Belarusian menu with a wonderful view, cooked for 10-15 minutes if there is no excitement. You can go up to the floor above and enjoy the view of Minsk while your dish is being prepared.
The range of dishes is small - mostly pancakes with fish / chicken / meat + vegetables, or sausages with potatoes and vegetables. Very tasty desserts. There is an alcohol card.
But it is worth noting that at the entrance below you need to buy a ticket to the observation deck, otherwise you will not get to the cafe.
It is very interesting to visit this cafe with children, because the ascent to the 23rd floor in the cafe is carried out by an elevator with panoramic windows. My son and I skated 5 times, maybe more!

Nice beautiful cafe, spacious. The windows offer beautiful views, but because of the panoramic glazing it is very hot and stuffy.
We ordered two dishes with pancakes, they are sooo delicious. The portions are large, there is no chance to stay hungry.

There was only one moment: a couple of times the waiter brought the dish and called it differently than it was indicated on the menu, which caused an awkward situation where the waiter brought the order, and no one knows whose it is, because there is no such name on the menu. Otherwise, everything was fine.
Addition. The entrance to the cafe is very "interesting". To get there, you need to take the observation elevator, and for this you need to pay 6p at the entrance (an elevator ticket and entrance to the library observation deck). A nice bonus to visit, of course, but at first it was strange when 20 people bought tickets to get to the cafe.
