Eternal queues, even when you come by appointment, people come for a repeat appointment or to pick up tests and a live queue is automatically created. The employees are not all competent in their profession, do not know the basic purposes of tests, etc. To get to a narrow specialist is a separate quest, then there is no record, then the record is not open, then there is no such specialist.
