The best SDEC of all where I have been, even in Moscow, most departments do not pull the level at all. Excellent staff, comfortable room, even coffee is poured))) ideally, it's open 24/7, I've never seen this either))) Good luck!

There's nowhere to park. Everything is occupied, they are not allowed to go behind the barrier near their office. It's difficult to work there in principle. The SDEC is obtained for local residents.
