I urgently needed a transfer, I called all the bureaus, and there were huge prices for urgency. Here a nice woman made a translation of a certificate of study for 10 rubles, and on the same floor the notary immediately certified it for 20 rubles.
All together it took 30 minutes, and they said they would have to run all day.
