A lot of people, especially in the second half of the month, need to climb the stairs to the second floor with clunks,old-fashioned repairs,air conditioning does not work in summer (heat). To send a parcel or pick it up, for example, you have to go from Kriulin by bus or minibus or taxi. It's good that they made an electronic queue (but I have noticed many questions about it to some people more than once, someone comes later, but leaves before others, maybe they have already fixed it).
