There's enough water in the morning and you have to swim to the buoys.

There are good views from this cafe overlooking the sea in Pattaya. You can even sunbathe there, there are special sun beds for this. But I think it's better to come to this cafe in the evening, when the heat subsides, since the cafe is located in the open air.
