A bank that does not accept currency for exchange, a bill with one stamp, allegedly does not change this. But the seals on all the stamps are not a hindrance and the bill is intact. They lie about the fact that Halyk charges a commission for this - they do not take it :) read the legislation of your country "bank". After the bank's exchange regulations were demanded, the money was changed.
