The answer is "High workload, drivers process orders as they are released." Guys, this is not normal. In the city, one in three taxis wherever you look, and orders are processed as if there are only 2.5 drivers per ± 400k of the population in the city. I'm not going to overpay just because the driver, you see, does not want to go to a remote area, because it's difficult to take a return order there. This is your job, not your evening leisure.
PS: If you live in a remote area, and buses no longer run, then you have a choice either to move closer to the center, or to pay 3k+ for Yandex taxi.
A very budget taxi, there are Lada cars, but they are fast, inexpensive and neat. Moreover, sometimes it is cheaper and easier to leave by taxi together than by public transport! Orders are usually taken quickly and cars arrive quickly!
