I refueled the car, it doesn't go from the word at all, it feels like they refueled with water, so even at 22.50 the gas station staff were indignant at me and didn't want to refuel

Good afternoon. I want to leave a review about the ANP gas station in Mariupol, at the intersection of Kuprin Street, etc. Lenin. 7.01.24 we refueled the diesel to a full tank, the operator said the diesel was off-season to -10....the car from 09.01.24 to today 14.01.24 does not start at all. The fuel is frozen. Who will reimburse me for the damage caused by the car downtime???? Who will be responsible for this?
